I think any reasonable person reading your reply would disagree, apart from a few of the fud squad.

If a public debate for submissions regarding the issuance of permits was required would knowing about this before the meeting of put us in a better position? The hearing was required as a step in the process, it was passed, so the permits are closer to being signed off. So we are not in the same position as before the hearing, we still had to pass this hurdle.
Did everyone assume the environmental approval was just a signature away, bold statement there!

You're missing the point. You didn't know about this hurdle yesterday. You were expecting that all that was required was a signature, and that situation remains the same. Expanding on your logic, there may well be several more steps required before obtaining formal approval, and JZ just hasn't told you about them yet. He didn't bother to let you know about this one, so what makes you think there aren't more hurdles to clear? Remember how many "final hydrogeological observations" have been submitted so far?
