It's a bit of a free swing isn't.... doing share purchase plans at NAV, while the market price is at a premium?
Nice way for shareholders to get ahold of another $20-$30K of stock for a little discount.
Also surprising the way it is structureed, not a 1 for 5 type offer but same allocation regardless of shareholding.
