Even using biogas it is unlikely to be carbon negative for such short durations of operations. Each time they start it up, they need to heat it which would use externally sourced energy, which is likely to be a fossil fuel or supplied by grid. When they operate continuously using own produced hydrogen, they will likely claim it.
