Let's imagine we're on a farm, but all the common people are the livestock and the leaders are the shepherds tending to the flock.
To protect the flock from predators it's a reasonable suggestion that the paddock is fenced, preventing predators entering and the flock from leaving.
Another danger for the flock is viruses, spread from wild animals to the flock, it seems perfectly reasonable that the shepherds vaccinate the entire flock.

Now, there might be some members of the flock who are a bit feral and don't like the shepherds domesticating them, so naturally it's necessary to put identification tags on each animal so the undesirable traits can be bred out of the flock by isolating the feral animals.
These feral members of the flock might think the shepherds are EVIL, but that's just their opinion and they will be milked and one day sent to the slaughter house just like every other member of the flock.

The shepherds remain unjabbed.
The wild animals outside the fence are stronger have a better gene pool are far more motivated and will destroy the shepherds.
Just like a currency has a limited life cycle so do shepherds (elite).

The legless will be removed first .

Good luck surviving that reality.
Ferals always win in the end.
