That's an interesting concept indeed. Imagine all the small home businesses that might spring up and resolving the lack of recharging infrastructure issue? And imagine it extended to retail businesses wanting a new means of attracting shoppers/customers and keeping them in-store longer? Could be swiftly popular like air B&B was when it began?
