As Scott said, it's probably a lot to do with the people just not knowing what is a good deal and what is not, and the ramifications if they get it wrong. It's a massive deal for the country and I would want to be the one that signed it if it's got issues.
Or they might just be waiting for their 'facilitation payment'.
