    why don't we simplify this -------------

    ANY citizen can vote - no matter what age ------

    as long as they can pass a comprehension test - which allows them the privilege of registering as voters

    no matter what age or any other criteria ------ the only two criteria are

    1. citizen
    2. pass comprehension test
