but, that's the point of the comprehension testing - the only criteria being to pass the test and only citizens can sit it
as far as I can see - it's as close to perfect as one can get and discriminates against no one - only those who can't comprehend - who should never have a vote - same as those who can't comprehend road rules - aren't allowed to drive
if we are to improve - then, how better than to have the best people to choose leaders -------------- IF we insist on having people do the choosing and not move to sortition.
