is qbe a potential takeover target?

Just want to get your thoughts on whether QBE could be a takeover target and have the following questions-

1./ Could an insurance giant currently fund or access funds to launch a takeover bid for QBE around the $25bil and if so, who do you think could be a likely suiter (Allianz etc)?

2./ In order for a takeover to get across the line, what price do you think it would need to be.

With continuing M&A activity spreading the world, surely QBE which is a market darling of sorts worldwide within the insurance industry must be tempting some suiters as it's such a brilliant business and I reckon very cheap at the moment......However, what I'm not sure is who the likely suiters would/could be, whether they could fund a $25+Bil acquisition etc

Just thoughts I'd put it out there for open discussion....
