the push by the Libs to privatise trades and skills training resulted in pop-up businesses that were rorting the hell out of the new system that was imposed. the neglect, aka reduced funding, of TAFE resulted in less trade qualified teachers being available as the small pop-ups in multiple sites under different names (for tax purposes) preferred untrained 'trainers'.

it was an ideological policy that can now be seen as idiocy.
