I think many holders do not understand the 31st Dec deadline and this may be a major factor in the SP. As you pointed out the deadline has essentially been met.
As for the PBR $30 odd million payment being imminent, I would expect the transfer to take place on the 30th day after the invoice date and not 1 minute before.
