The UN convention for narcotics forbids the import/export of substances in their list for recreational use which includes cannabis (despite calls for it to be removed). I believe Germany didn't want to fall foul of this which is why they chose the path that they did. If Australia legalises recreational use they also wouldn't allow imports for rec (only medicinal) which means local cultivators would boom big time.
I'm a big believer in a level playing field, so either Canada allows imports of medicinal cannabis from other countries or Australia prevents imports from Canada. Industry leaders in Canada have openly said they are against imports due to the competition it would bring (duh). They can't have their cake and eat it to.
