"Sales are slowing."
There you go again. Totally incapable of understanding basic statistics.
Read the title line very carefully - it says that the growth is slowing down, not sales. Had you bothered to read the article you might have noticed:
"Sales of electric passenger vehicles in China climbed 10.5% last month compared to the same time a year earlier,"
and
"China’s first-quarter sales hit 1.03 million EVs, growing 14.7% compared to a year prior"
So, what is slowing?
