Simple reason is that they didn't want to additionally dilute more than they already have. Rightly or wrongly, it's not illogical to want to limit what they're issue. "At director's discretion" just leads to people going boonta when they don't give people what they want...the only way ya'll are happy is if they just don't have a limit on the spp.

The same argument you're making now could be made if they only issued another 10 mill shares at their discretion instead of 20, or 20 instead of 30. If we're assuming that the spp was as well oversubscribed as we think it was.
