I would say they are selling a few as the hypothetical plan is to not be disruptive to the market price by a dump.

But you are correct if the new top 20 is released I'd say as of 31 March they likely had the 40 million but it will be a month later so what is the date of the top 20 they present.

I'm pretty confident though that they are trickling shares just my opinion lol.

But your correct the best bang for your buck will be when there is an announcement then it be a better price. Sure taking a while to get a contract signed has the board and management forgot how to get one signed need to check the dusty boxes in the archives.

that 12 million they need to raise I think that it was mentioned that there was 1.1 million raised already on the cap raise from December before. But yeah if you can hold off and raise it at 80 cents it's better then 35 hope they figure that out.
