this man probably did not need to be in a secure unit

Not my problem pal. Play your blame game elsewhere. Your wasting band width talking your usual ignorant rubbish. Im inside this issue and well aware of the players and government policies. Stick to snails cause you have zero knowledge of Health policy in Victoria same as the Federal health minister.
