“Pending an update on govt permitting”
I dont think it’s the EIA, as that is a govt approval, not a permit.
A) Stage 2 construction is an approval of the plans , with a permit to proceed.
B) An export permit is a permit to do just that.
A or B id reckon, but it will probably be something totally out of the blue as usual.
