So, take it to Court.

Meanwhile, the recipients of parole are not part of your 'vast horde' of undocumented immigrants.

They have a financial US citizen sponsor.
They pay their own way.
They arrive at a specified airport.
They are limited to stay for up to 2 years whilst their claim is assessed.

And, to dispel your whole premise, they have no path to citizenship and cannot vote.
