It could be either or like waiting for new equipment and getting the new layout approved.
Secondly, you wouldn’t start mining with 5 new equipment, would you? You need more people and more equipment plus training etc
Thirdly, tafta extension was done for 6 months, obviously management want something from government urgently otherwise it would have done 12 months extension. In Thailand nothing gets done in 3 months so 6months was acceptable for both parties
