Only 6-9 months behind. In June 2023 they were sourcing quotes from contractors to do the surveys. On 23 October 2023 they were 'fast tracking' but no update on the progress of the survey contractors. Lets assume they had appointed a contractor given they stopped referencing the need to source quotes in the Sep 2023 quarterly. In the half year report they used weather as an excuse for having not advanced the surveys. Fast forward to today, they now have the surveys - some 6-9 months late. The survey is required to submit a NOI. Notice how there is no time given as to how long it will take to submit the NOI!
In summary, this is going nowhere fast.
