Strategic partner is not solely relying on the approvals. So the expansion approvals has no bearing for the partner to come on board right away.
CR should be around the corner now that financing won't be secured. The quarterlies should give more insight.
This is a repeat of the funding for the 2ktpa. Remember they told us they're on track in securing financing but ended up going to market for the funds. I'll be surprised if it plays out any differently this time around, with the short timeframe they have.
