The tech project has already been delayed by years. I find it difficult anyone would even try and argue it is "on track"
A closer metaphor is how it's gotten lost in the jungle and ita driving down a dirt road in the hopes of finding the destination. Has the vehicle tumbled down a hill in a ball of inferno? Not yet, currently running on 15% fuel. A miracle can still be made but it's anything but on track.
