He bought a nominal amount so all the shareholders would have a feel good day or two and not sell out, actually a few probably bought thinking "Why would the director buy if the shares were going down?"
What he actually bought was time to arrange a placement to his mates.
I own more shares than he does, difference is none of you pay me to lose your capital.
