Yep that phrase, in isolation, could be translated as you say but taken in conjunction with JP's, twice to my knowledge, stated opinion that the auction that went on for ROW showed him the best way to achieve shareholder value was through to a successful Ph3, it's meaning seems pretty clear.
Anyway, probably August/September, we'll know one way or the other. Not long to wait.
