Hi Clydebigdog. Just looked up ALC on Google for Groote Eylandt. I think it actually means Anindilyakwa Land Council. They are resposible for activities within the Groote Eylandt Archipelago, such as visitation by non indigenous people , & other daily management issues.etc.
I suppose it could also mean Aboriginal Land Coucil as well.
