"needs to be followed up with some serious partner selection training, red flags etc as well as counselling for people who unfortunately keep selecting unsuitable partners." ....... thats a very good suggestion and is a part of the schools education/discussions for young people.
the historical data has shown that the problem is often due to a child's experience of DV. a proportion of male children will go on to commit violence themselves and a proportion of females will seek out relations with abusers. both in accordance with what they've seen as 'normal' family relationships. the education programs have sought to change this aspect over decades and given the declining rates of reported DV is probably right to assume that educational efforts in schools are having the desired effect.
