ukrainian government have been aware of russian plan to attack kharkiv for many weeks. why did ukrainian government not forcefully evacuate the city to avoid unnecessary deaths? it is the same situation as in mariupol.

because as i posted before ukrainian government commits war crimes and hides soldiers in populated areas.
