interest rates can only be assessed in light of the global scene at the time and right now, our rates are the highest in the world - they are not low by any current comparitive measure
We could always do a US and have zero interest rates too.
Personally, I remember almost 18% interest rates and inflation high. Difficult times. By my own current comparitive measure interest rates are indeed low and have been for a number of years.
