You'll have to distinguish the reserves from the resource. The concepts can be a bit confusing for new investors in mining industry.
The former is proven and probable, which is what miners extract for processing and sale.
The latter is not yet as concrete, being only at the measured, indicated and inferred stages, meaning that these are not yet ready for extraction and processing. Too risky, economic-wise.
The lesser amount you noted is the reserves, the greater amount is the resource.
