again - you make a valid observation - that the work and research and reading is wasted
but you fail to identify the real problem --------------- the problem is not the research (although a lack of it is bad) - the problem is not the published data and findings an books that you think are a waste
the problem is that not enough people read such publications - and almost NONE of the people who count read such publications
hence - nothing is ever taken up
and even if there are inquiries which do expose problems and their depth AND make recommendations - governments just don't execute those recommendations
you miss the real problems --------- but, you at least see issues -- you just are dismal at connecting the dots
