I dont think so, the graphite component of the battery whilst it is significant in size/weight, it is a small part of the cost.
This gives the Autos/OEMs what they want, and maintains growth of Evs through the tax credits. You cant expect the graphite industry to continue to expand and build capacity/stock with nothing in return, thus why i believe the tariffs are now a given. It evens the playing field(to a small degree) to allow current US players to increase their margin and help self fund their own expansion.
