Not $33m as the institutional issue was fully taken up - look at this announcement for confirmation. The announcement stated there was strong demand.

The retail offer is looking like it will not be taken up in full and it’s only a maximum of $11m - there is no need to hurry and take up the rights but some people will already have done that.
