I disagree about who needs it most. I recall that we have access to Buntok ISP from another source. And I thought we had purchased a block of land for future ISP. Should either be factual, then the access to Petrindo ISP is a time and capital saving exercise. Huge benefit to us but not essential. Whereas Petrindo's Lease is land locked/river locked and they cannot get going without huge cost and extended delay in construction of say 120 km road and an initial river port.
