no! Quite legal still . Under the Ukrainian constitution elections may not be held while Ukraine is under martial law .....which they have been since the invasion . A good part of Ukraine couldn't be polled and Ukraine don't have the cahs to waste on it either at present .
putin didn't have a reason for the ridiculous russian decree so he couldn't state one ......you can't pronounce someone guilty without first at least STATING their crime but in russia all fairness and logic were thrown out long time back .
