When company issue special dividend at a time when their profit going down by 16% means the company is trying to dampen negative impact of their poor performance by giving more dividend so many who would have sold now will wait until the dividend is received !

The reference in my post reply (agreed could have been better explained) to the less than 100% franking component was to include those companies (eg ANZ) who also increased the dividend at the time as a distraction away from possible adverse market reaction.
Not sure if that helps from your end, but that is it, believe it or not, but if the latter then doubt if the world will not be spinning on its axis as a result.
