Everyone except Sayona is planning a refinery of their own. They're not letting the current price of spod stop or scare them. By the time the carbonate plant is operational (if ever), there will be a handful of refineries already operating. JB has pretty much dropped the ball on getting first mover's advantage. He blew his chance.
