If you don't mind I will just make a few points clear from your comments. The JORC categories that you mentioned are for ore bodies and not minerals. For coal resources there are 3 categories, measured, indicated, inferred. These are based on the confidence of the geological models and technical/economic considerations.
From your comments, the shallow coal from depths of 200 to 300m would be questionable for economic extraction by opencut methods. I am not saying it would not be possible, however, it would depend on the type/quality of coal, ratio of product tonnes to waste volume, etc. Now given that the "shallow" depth is 200 to 300m, I would hope that there is a very high tonnage of high quality coking coal. If not, I cannot see the coal resource changing making it to a JORC measured reserve.
