Could happen anytime, they have been in discussions since March last year and in Feb this year since change of Gov
IRA was signed into effect August 16, 2022
On March 2023 US-JPN signed the agreement
and doesn't even mentioned when they began discussions was just described as 'The swiftly negotiated agreement'
