123enen, what you have posted is speculation on a higher specification required. It is likely that the Japanese want to complete confirmatory testing using their own known testing laboratories/supervision to ensure what information has already been provided is accurate.

With this size sample it also looks like they want to complete small pilot testing which is all positive for the MOU/PLV.

Good news IMO and it is not accurate to put a spin on it that it is to provide more onerous contract specifications.
