My understanding is that DB is waiting for the Government to make the first move in this game of chicken. I got the impression that either he can't take legal action until the Government does something or he doesn't want to for fear of reprisals.
The question is even if he can do anything legally when it comes to a delay. I know obviously a rejection gets us back in court but a delay may have no legal avenue for recourse which is what I'm sensing.
