Yes, but Judges can interpret the Law and are not strictly bound by the literal wording of each Law.

It is the Judge's job to figure out the intent of the Law to make the best judgement possible. The lack of a timeframe for a JA decision is not there so politicians can abuse it for their political gain, so if a Judge can see, beyond a reasonable doubt, that there are tactics at play that is unfair to the company then he/she can interpret the Law in a way to reach a fair judgement for the company.

The obvious question a judge or lawyer would ask here is "why did it take you so long to make a decision that has been made many times before?". How will the Government answer that one? If the answer is not satisfactory then the decision will obviously go in our favour, and I doubt any Judge will deliberate that long on this judgement (unless they're corrupt themselves). It's not rocket science, imho.

And yes, there are other applications waiting, but how many of them make or break a company's future, and how many have had the media spotlight on them as PEP11 has? PEP11 is special.
