This is a foolish plan as are most plans of most governments.
I think Canberra based public servants dream them up and governments just accept them.
In WA they will be lucky to find staff to work there unless they offer mining type wages of say $30 an hour base rate plus extras taking it to the equivalent of about $50 an hour.
I have previously suggested Palm Island as a holding centre. No need for enclosures there and plenty of unemployed people for staff. Always warm so tents are all that is needed for accomodation. Mornington Island is another possibility as it and Palm have all the basic facilities needed and so easy and cheap to set up a tent city.
