I ask again, What happens if 200 of the 1500 inmates of the proposed Northan Detention Centre decide to push a fence over and walk out. Are the guards armed? Are they entitled to shoot or must they try to wrestle the inmates to the ground despite being vastly outnumbered. A 1500 man prison, without discipline or enough guards will inevitably riot.
NB - The minister is failing in his duty of care to the prisoners, guards and locals if security is not properly considered. The violence and injuries are foreseeable and preventable.
