good question. A few factors I can think of:
- he has issued himself so many shares so that his holding stays the same or increases in percentage.
- he has brought more and more insiders on board and issues shares to them so thier percentage of the company grows and/or get maintained.
- he cap raises to “sophisticated investors” and institutions with excellent option terms and ability to make quick bucks off the back of his assurances and persuasion.
- all the above people vote for him to be re-elected.
- meanwhile all the retail votes get diluted over and over. And half the people don’t vote anyway.
- also any opposition on the board gets cleverly ousted (axel hoos)

so in summary hopper has the numbers and bullet proofs himself every agm with share issues to friendlies and dilutions to any opposition.
