Not the case, as time progresses results and updates will firm up the resource. $7M will be pocket change if the results are decent and it moves into production.
Future CRs would also likely be done at Future prices. Pretty quickly you could be looking at alot less than 1bn shares issued. Most likely offset by an increase in MC/SP.
