I'm very sure that a Govt would prefer to be in the position of wisely not forecasting a surplus and then delivering a hefty one, than the other fools who forecast one and failed miserably 9 years in a row.
Austrailian Govt's are not in a position to accurately forecast China's need for Iron Ore or coal or the price at which it is sold. To claim otherwise is dumb.
