They haven't got the 500M through yet, so the maximum is 15% (I cannot remember how many that is, and cannot find it just at the moment). My guess is that this is, at least in part, the justification for it.
You don't call a three day trading halt for bad news, you sneak in an announcement just before open when no-one has time to read it, and hope nobody notices. This is ME playing to the gallery again.
