You often find a step up in expenditure well before an FID, sometimes long lead items, or early work etc, so FID might not be the big bang some expect, could instead be a few small steps up in the lead up. Imho some people are starting to see the ducks almost all lined up, and deciding to get on board. It’s got to be worth 30 plus imho once FID is declared, and the odds on it not being declared within a year or two quite low now, and diminishing.
