I don't disagree but think BHP will have a hard time getting this past regulators, as they will have a dominant share in the PLVCC market then. The Japanese/Europeans and other major buyers will oppose this strongly I think. It's really how strong a case the buyers can prosecute, and whether regulators actually understand that there are markets within markets for met coal (i.e. they're not all the same quality of coal).
