    I don't think that the 75% vote would be a quorum, in the first place it wouldn't be to the benefit of the chairman to make the 75% vote a quorum. In a vote where only 90% of the votes are tallied, the 25% needed to block the vote would then become 22.5%.

    In a scenario where they write that they acquire all non voters votes as is the standard, they would essentially change all non voters votes to yes or no depending on the chairman's recommendations. I highly doubt that bb is correct here... If he is then I would want a quote from the scheme booklet to prove his opinion.
